Media Council, NHIF refuses to sign performance contracts

Below is an excerpt  of  Francis Kimemia’s speech on government institutions that have disregarded performance contracts. The speech was delivered this morning at the 9th Cycle Performance Contracts held at theKICC.

……Of concern, Rt. Hon. Prime Minister, is the rising number of institutions that have disregarded the policy of the government to subscribe to and implement the Performance Contracting system. The following institutions failed to yield to clearance to sign Performance Contracts:
i. National Hospital Insurance Fund;
ii. Media Council of Kenya;
iii. University of Nairobi Enterprise Services;
iv. National Council for Law Reporting;
v. Kenya Sisal Board;
vi. National Gender and Equality Commission;
vii. Kenya Institute of Supplies;
viii. Cooperative University College.
The University of Nairobi Enterprise Services, the Media Council of Kenya, the Kenya Institute of Supplies, the National Council for Law Reporting, and the Kenya Sisal Board seem to regard the process with impunity. The institutions have, for the past few years, including last year, failed to sign performance contracts…..
