Siaya County on the spot over Barack Obama University expenditures

The Auditor General has put Siaya County on the spot over monies it claims to have spent in setting up Barack Obama University.

In a qualified opinion on the County financial statement 2015-2016, Edward Ouko says the County spent some Ksh24 million but could not justify.

In the first instance, Ouko takes issue with Ksh19.3 million paid for land for the proposed institution. According to Ouko, the County bought land already developed with buildings that are not inhabitable. This, Ouko further says was in contravention of description outlined in its call for interests. Siaya is also indicted for not consulting the ministry of education in these process.

Further, the county paid Ksh5 million to Maseno University to facilitate the the establishment of Barack Obama University. This is despite Siaya having not received the letter of interim authority from the Commission of University Education. This in contravention of Universities Act, 2012.

“Consequently the propriety of the expenditure of Ksh5,000,000 reportedly incurred during the year under review on planning of the establishment of the University cannot be confirmed” says Ouko.
